Decline a workspace's ownership
Only the user the transfer offers the ownership to (404 for everyone else); the owner stays. 409 `owner-transfer-closed` when it was accepted, declined or cancelled.

Workspace admins (`workspace.members` on the transfer's workspace; 404 without `workspace.view`). The owner stays. 409 `owner-transfer-closed` when it was accepted, declined or cancelled.
Workspace ownerships offered to the caller
The pending ownership transfers that name the caller as the new owner, oldest first; the console offers *Accept* and *Decline*. `provider` names the Git provider the caller must be connected to before accepting.
