Get the power state of a workspace
The IDE and every service of the synced landscape: awake or asleep and why, the last wake and how it ended, and what keeps a target awake. The UI polls it while something wakes and refetches it on `workspace.updated` and `landscape.updated`.

Organization owners (`org.manage`). 409 `name-taken`; 409 `org-deleting` while it is being deleted.
Put targets of a workspace to sleep
Needs `landscape.manage`. Puts the named targets, or without a body the IDE and every service, to sleep now (sleep reason `manual`), always-running ones included; the next request or wake wakes them. Running steps get the agents' stop grace. A workspace that is deleting, or whose volume Harthelm works on, answers 409.
